The Hilltops Foundation was established with the aim of assisting Jewish settlement in the hills of Judea and Samaria. The organization operates out of a belief in the historical right of the Jewish people to the lands of the Land of Israel, and in the strategic importance of the Jewish presence throughout the Land of Israel, and especially in Judea and Samaria. The uniqueness of the Hilltops Foundation lies in the fact that the organization is operated and managed by people and youth who live in the hills and on the farms themselves, who experience the daily settlement and understand the needs and challenges directly. This work, from a complete connection to the field, ensures that efforts will reach exactly where they are needed most, while maintaining dedication and a volunteer spirit.
The assistance and support are given with an emphasis on places that do not receive help from the state and the campaign, but on the contrary are persecuted by them.
The Hills Fund is involved in a wide variety of projects aimed at strengthening settlement in Judea and Samaria. Notable projects include the establishment of new hills at strategic points, the development of infrastructure in existing hills, and general assistance to new hills and the young men who establish them and finance everything from their own pockets.
